What you need to check is if this URL is an HTTPS one or not, but the DNS resolve query won't tell that to you. From the screenshot it's not much clear if VLAN ID is enabled or disabled but the capture says ther's no VLAN ID set, so you can also use Windows if you like. You will see it assigning a DHCP address to the router at least. You can ignore the lack of option 60 and try using tch-exploit as is soon after another factory-reset. I can see the DHCP discover packets from the router, however it looks like it's not sending any option 60 for ACS discovery. if this devices have CWMP enabled with ACS discovery during first boot after factory reset: for this we need to look into a capture done after a factory reset, otherwise look into the webui for any CWMP options, beware they may disappear or become locked after CWMP is used for the first time after a factory reset (CWMP requires such settings to become not editable nor visible once they are successfully used to join an ACS), so if you can't see them look for them in the webui after a factory reset while you keep the router offline.

which vlan id (vid) is being used: is it possible to choose one for WAN ETHERNET from the webui? what the webui allows you to edit in that 'ewan' interface configuration? if you can't see anything about VLAN in there just redo the same capture you did from a linux machine without enabling the vlan driver so it will capture every packet in every vlan and we will see which one it is.

which we can assume to exist if this router usually gets connected via WAN ethernet for its normal operation. This means you probably did the capture from windows and thus you couldn't capture the vlan traffic.
